Why is Gazifère changing its bill and its customer information system?
Gazifère's customer information system had been in use since 1999, was no longer adequate to deal with the company's growth in activity, and could not be further upgraded. The bill itself was not very user-friendly, and customers found it difficult to understand. In order to maintain the high-quality service we endeavour to provide to our customers, the most logical solution was to introduce a new customer information system and a new bill at one and the same time. (Gazifère's plan to change its customer information system and its bill was the subject of hearings before the Régie de l'énergie du Québec. The Régie's decision will be found in document D-2007-102.)
Does the new bill mean changes in rates, or in how my natural gas consumption is calculated?
No. The changes in the new bill affect only the way in which information is presented. The calculation of your consumption, rates, due dates and terms of service has not changed at all.
Paying your new bill
I received my Gazifère bill later than usual. What happens to the due date?
You will notice that on your new bill, the due date is based on the issue date, as is the automatic debit date, if that is your method of payment.
If I pay my Gazifère bill on line, on my personal page at my financial institution's website, do I have to enter my new 20-digit account number?
Financial institutions have been notified of the change in account numbers of Gazifère's customers. Your new account number may already appear on your personal page. However, just to be sure, we suggest that when you pay your bill on line, you check to see whether your new 20-digit account number is shown. If it is not, you can change it yourself using the file manager on your personal page, or ask Customer Service at your financial institution to change it for you.
If my Gazifère bill is paid by automatic debit, how does the change in my account number affect me?
Your account number has been changed automatically. No action is required on your part. Your bill will be paid as usual.
If I pay my Gazifère bill by cheque, how does the change in my account number affect me?
Make sure you enclose the payment stub from your bill with your payment, and write your new 20-digit account number on your cheque.
I am a subscriber to Gazifère's Budget Billing Plan (BBP). Does this payment method continue with the new bill?
Yes, the BBP is maintained. However, there is one minor change: the total cost of your annual natural gas consumption will henceforth be spread over 12 monthly bills, rather than 11. As in the past, your monthly payment will be revised at two points during the year to reflect your consumption and the natural gas supply charge.
Changes and benefits in the new bill
My account number has changed from 12 to 20 digits. Why change it?
In order to improve file management, the new customer information system enables us to organize information differently. The first 10 digits of the account number now relate to the customer, and the other 10 relate to the service address.
I see there are changes in the new bill under Cost of gas - breakdown: the transportation charge and the delivery charge. Also, under Duty payable to the Government of Quebec's Green Fund. Can you explain these?
The Delivery charge on the old bill has simply been separated into two components. This change has no effect at all on the amount of your bill.
The Transportation charge represents the cost of transporting natural gas from Western Canada to our distribution system. The Delivery charge represents the cost of delivering natural gas through our distribution system to your home.
The Duty payable to the Government of Quebec's Green Fund, now shown on a separate line, came into force on February 1, 2008. Since that date, a message at the bottom of your bill has explained that the Delivery charge includes the duty payable to the Green Fund. The new bill now enables us to show this item on a separate line.
In what way is the new consumption history of interest to me?
At the request of numerous customers, the new Gazifère bill now includes your consumption pattern over the last 12 months. This will enable you to compare your consumption from year to year, and gauge the impact of any changes in your habits or programs put in place to save energy.
The amount appearing under Consumption history represents the total cost of natural gas billed during the period in question, excluding all service charges, such as equipment rentals.
Will the Gazifère bill be available soon in electronic format?
Yes: Gazifère plans to introduce online billing in 2010. In the meantime, significant reductions will be achieved in the quantity of paper used for billing purposes by presenting all the information about your account, in most cases, on a single page.
